REGULATIONS FOR Ph.D. STUDIES

 In pursuance of Section 27(1) and 28(1)(c) and (d) of the University of Peshawar Act-1974, the following Regulations are prescribed to govern the matter relating to Ph.D. studies.

1. SHORT TITLE, COMMENCEMENT AND APPLICATION

i. These Regulations shall be called the University of Peshawar Ph.D. Regulations.

ii. These shall apply to research scholars admitted in a post-graduate Department/Center or Institute of the University of Peshawar.

2. DEFINITIONS:

In these Regulations, unless the context otherwise requires, the following expressions shall have the meanings hereby respectively assigned to them:

i. ”University” means the University of Peshawar.

ii. “Ph.D.” means Doctor of Philosophy.

iii. ”Board” means Advanced Studies and Research Board as constituted under Section 5(1) of the First Statutes of the University of Peshawar Act-1974 (as amended).

iv. ”Graduate Studies Committee” means a Committee of an Institution as constituted under Section 10 of the Regulations.

v. ”Supervisor” means a Supervisor appointed for a research scholar under Section 12 of these Regulations.

vi. ”Research Scholar” means a scholar as defined under Section 8(iv) of these Regulations.

vii. ”Examiners” means the examiners as appointed under Section 21 of these Regulations.

viii. ”Thesis” means thesis encompassing original research performed by a scholar.

ix. ”Head” means Chairman of Department or Director of Center or Institute, or Principal of the constituent College.

x. ”Related Subjects” means subject(s) conducted by Institution other than the one in which the scholar is enrolled

xi. ”Institution” means a Department or Centre or Academy College or an Institute of the University.

xii. “Centre” means a Centre on the campus affiliated with the University.

xiii. Secretary means, the Director Admissions of the University of Peshawar or any officer designated by the Vice-Chancellor.

All other terms and expressions shall have the same meanings as assigned to them under Section-2 of the University of Peshawar Act - 1974 or explained in these Regulations.

3. REGULATIONS:

1. SCHEME OF STUDIES:

The scheme of studies for Ph.D. shall be as under:

i. Course work in the major subjects in which the scholar is registered.

ii. Course work in subject(s) related to the major subject.

iii. Comprehensive examination after completion of course work.

iv. Thesis on the topic approved by the Board.

v. Public defense.

4. DURATION OF COURSE AND SEMESTERS:

i. The Doctorate of Philosophy (Ph.D) programme shall extend over a period of at least three years or six semesters.

ii. There shall be two semesters in a year (Fall and Spring), each of 18 weeks duration including examination.

5. ADMISSION PROCEDURE:

i. Admission for Ph.D. programme shall be advertised simultaneously by the Secretary in consultation with the concerned Head.

ii. The number of scholars to be admitted shall be determined by the Graduate Studies Committee and included in the advertisement.

iii. Application on prescribed form shall be submitted to the Secretary within the prescribed period, who will forward it to concerned Head after the closing date. The Secretary will keep the record of all the applications received.

iv. Provisional admission may be granted within one month of the last date of the receipt of application by the Graduate Studies Committee under intimation to the Secretary.

6. ADMISSION CRITERIA:

i. 40% weightage shall be given to the marks obtained in the qualifying examination.

ii. 50% weightage shall be given to the test (equivalent to GRE test) to be conducted by Graduate Studies Committee, provided the candidate secures 60% marks, while less than that shall be considered fail.

iii. 10% weightage shall be given to the interview to be conducted by the Dean & Graduate Studies Committee.

7. ELIGIBILITY:

i. Candidates possessing the relevant Master’s degree (17 year schooling) or16 years schoolingor 4 year Education after intermediate (130 Credit hours), with at least First Division or a CGPA of 3.00from any recognized University, shall be eligible for admission to M.Phil leading to Ph.D programme provided that candidates having 50% marks or equivalent grade in English shall stand eligible for admission.

ii. Those who have already completed a M.Phil / MS (18 year) shall be eligible to Ph.D. programme provided the candidates have secured at least CGPA of 3.00 or First Division.

8. ADMISSION, TUITION FEE, ETC.

i. The following fees (subject to revision) shall be paid by the Scholars (50% concession shall be given in fees or charges for 1-5 to serving University employees and their childrenfor minimum period prescribed for their respective courses).

1 Registration Fee Rs. 5000/- (At the time of first registration).

2 Tuition Fee per Semester Rs. 6000/-

3 Exam. Fee per course Rs. 500/-

4 Thesis and Exam. Fee Rs. 3000/-

5 Incidental Charges (Non-refundable) To be fixed by & paid to the Institution where applicable.

6 Caution Money (refundable) Rs. 1500/- (to be deposited in the Institution)

ii. Admission of the candidate shall stand cancelled if fees, etc. are not deposited within one month of the date of provisional admission.

iii. Foreign nationals shall be required to pay tuition fees, etc., as prescribed by the Government of Pakistan. They will have to forward their cases of admission through the Ministry of Education, Islamabad. No objection certificate by the said ministry is, therefore, mandatory in the case of foreign scholars.

9. APPROVAL OF ADMISSION AND CONFIRMATION OF REGISTRATION:

i. The Head of the Institution shall forward the cases of provisional admission within one month of the date of recommendations of the Graduate Studies Committee to the Secretary, for the approval of the Vice-Chancellor, through the Dean of the Faculty.

ii. The registration shall be confirmed only after successful completion of probationary period of two semesters. Only under extraordinary circumstances, the probationary period may be extended by the Vice Chancellor, on the recommendation of Supervisor, for one semester only.

iii. On successful completion of course work, and passing the comprehensive examination (to be conducted by the Controller of Examinations)* the Supervisor through concerned Head will recommend to the Secretary for obtaining approval of the Vice-Chancellor for the confirmation of registration of the Research Scholar.

iv. To propose to the Secretary through the concerned head a panel of experts for evaluating the Thesis and conducting Public Defense for approval of the Vice-Chancellor.

10. GRADUATE STUDIES COMMITTEE:

There shall be a Graduate Studies Committee, for a period of three years, to be appointed by the Vice-Chancellor and shall consist of:

i. Head of the Institution concerned as ex-officio convener.

ii. Two senior-most teachers of the Institution, out of whom, at least one shall be preferably Ph.D.

iii. If necessary, one or two external experts, to be nominated by the Dean on the recommendation of the Head of the Institution.

11. FUNCTIONS OF THE GRADUATE STUDIES COMMITTEE:

i. To process the applications received for admission by the Secretary.

ii. To propose a Supervisor for each scholar with his consultations for the approval of the Vice-Chancellor.

iii. To submit an advance copy of the tabulated result on prescribed proforma for transcript (As Per Annexure) showing courses taken, teacher, time, duration, detailed marks, subject-wise, aggregate and grade. This would be duly authenticated by the concerned Dean/Director for the declaration of result.

Tabulated results should be submitted within two weeks of the end of the semester to the Secretary.

12. SUPERVISOR:

  • In consultation of the Scholar, a teacher/expert holding a Ph.D. degree will be appointed as a Supervisor. In case such a teacher/expert is not available, a Professor or Associate Professor may be appointed instead.
  • If otherwise essential, co-supervisor(s) may be appointed by the Vice-Chancellor.

13. FUNCTIONS OF THE SUPERVISOR:

  • To determine topic of research in consultation with the research scholar.
  • To supervise and review the progress of the research scholar.

14. CONDUCT OF EXAMINATION:

1. Every Semester, there shall be two examinations: mid-term and final, in addition to assignments.

2. The weightage of the examinations and assignments shall be as follows:

  1. Mid-term examination 30%
  2. Assignment, term paper, etc. 30%
  3. Final Examination (covering the entire course content) 40%

15. COURSE REQUIREMENTS:

1. A research scholar for the Ph.D. degree shall fulfill the following requirements, in consultation with the Supervisor and approved by the Board

  • Approved course of 21 credit hours in the major subject (700 and above).
  • Courses of 6 credit hours in related discipline(s) (may be below 700, but these will neither be given numerical grades nor counted towards CGPA. Courses below 700 shall be given letter grades P or F which shall be: P = 60% and more, F = Less than 60%).
  • An additional work as may be prescribed in an individual case.

2. Course work, research topic and synopsis shall be approved by the Board on the recommendation of the Supervisor.

 

16. GRADES AND ACADEMIC STANDING:

1. The grading system for the Ph.D. course of 700 and above levels shall be as follows:

  • Excellent 4) 80% and above
  • Good 3-3.9) 65-79%
  • Satisfactory 2-2.9) 50-64%
  • Pass 1-1.9) 40-49%
  • Fail (F,< 1,i.e.0) < 40%

I. Incomplete (I)

Note: In case where numerical grades are not assessable (e.g. field work), letter grade P (Pass) or F (Fail) may instead be used, and not converted towards CGPA.

2. The minimum standard for successful performance in a Ph.D. programme shall be a grade point of 3.00 in each course and CGPA of 3.3. A scholar whose record falls below it must raise his CGPA to the required minimum (3.30) by taking additional course(s) in the following semester, otherwise he shall be considered as withdrawn.

 17. CREDITS AND AUDITS:

i. Unless otherwise noted, a credit shall represent a study in an approved course carried out for one theory hour or two laboratory hours per week for the full period of one semester.

ii. A scholar who desires to attend a course without taking examination in that course shall be called an auditor and shall be shown as such in the transcript card. An auditor must secure the consent of the instructor. He shall be registered as an auditor and shall pay the regular fees but no credit will be granted for the course.

18. COURSE CHANGE AND CREDITS:

i. A scholar is expected to complete the course work within the semester in which he takes that course. The supervisor may recommend an extension of time up to one year for the completion of that course. If a scholar fails to complete the course within the permitted period of extension, the course shall be shown as ”incomplete” on the scholar’s record and shall not be credited towards the degree.

ii. A scholar may request the Head of Institution that his status in a course be changed to that of an auditor or that he may be permitted to withdraw from a course but not later than the end of the fourth week of the semester. If the request is granted, the scholar’s record shall be marked ”Auditor” or ”Withdrawn” against that course. A scholar who fails to complete a course without having his status so changed to ”Auditor” or ”Withdrawn” shall receive at the teacher’s discretion either a grade of I (incomplete) or F (failure).

19. COMPREHENSIVE EXAMINATION:

i. On the completion of the course work, a Ph.D. scholar shall have to pass the comprehensive examination in the subject / discipline.

ii. The comprehensive examination shall be conducted by the Controller of Examinations.

iii. If a scholar fails in the comprehensive exam, his provisional Registration shall be with drawn.*

 20 RESEARCH REQUIREMENTS, THESIS:

i. The scholar shall pursue a research work for at least two calendar years, under the guidance of the Supervisor.

ii. The statement of research problem (synopsis) shall be submitted preferably during his first Academic session for the approval of the Board.

iii. The scholar may start research and course work simultaneously. Successful completion of the probationary period shall be determined from the over-all performance of the scholar in research and course work. In case a scholar starts course and research work simultaneously, the course work should be successfully completed at least one year prior to the submission of thesis.

iv. On the completion of research, the scholar shall submit a draft of thesis for scrutiny and advice to the Supervisor.

v. Five type-written or printed copies of the research work shall be submitted to the Head of the Institution for onward submission to the Secretary for the purpose of examination.

vi. Thesis for the Ph.D. degree shall not be accepted earlier than six semesters, after the date of first Registration.

21. EXAMINERS APPOINTMENT AND OPINION:

1.On the recommendation of the Supervisor, the Secretary will obtain approval of the Vice-Chancellor for appointment of three examiners (out of whom two shall be from the foreign Technologically advanced countries, except of those fields in which the relevant expertise are not available).

1 (a) The Thesis Report of both the foreign examiners shall be positive for award of Ph.D. Degree.

2. The external examiners for the evaluation of the thesis shall be experts in the relevant field.

3. The Secretary shall send the thesis to the examiners who shall examine the thesis and communicate the result to the Secretary as follows:

i. The scholar may be recommended for the award of the degree. (In a such case, the scholar shall have Public Defense of the thesis in the presence of his supervisor and one of the external examiners).

ii. The scholar may be asked to revise the thesis for resubmission.

iii. The thesis may be recommended for the award of M.Phil degree.

iv. The thesis may be rejected.

4. If the majority of examiners find that the thesis needs revision, the scholar will be allowed to revise it. It shall be re-submitted for a fresh examination by the same examiners within a period of twelve months.

5. If the majority of examiners feel that the thesis, despite some shortcomings, is of sufficient merit, the scholar may be directed to improve the thesis for re-submission within six months, but without a fresh examination. The re-submitted thesis must carry a certificate by the Supervisor to the effect that the shortcomings identified have been rectified.

22. CHANCES FOR THE RE-SUBMISSION OF THESIS AND PUBLIC DEFENCE:

i. Only one chance for re-submission of thesis shall be allowed to the scholar. If the revised thesis is not approved under the provision of Section 24, the thesis shall be finally rejected.

ii. If the thesis is adjudged as adequate but the scholar fails in the Public Defense, he may be given a chance to re-appear in the Public Defense within a period not exceeding four months.

23. EXTENSION IN STUDY PERIOD:

In special circumstances, to be recorded, extension up to three years in the study period may be allowed by the Board on the recommendation of the Supervisor subject to the payment of Rs. 3000/= per semester to the University, in addition to the payment of normal fees, etc. Extension beyond three years shall not be allowed under any circumstances.

24. TRANSFER FROM M.PHIL. TO Ph.D.

i. A scholar already registered in M.Phil. programme may be transferred by the Board to Ph.D. programme on the scholar’s request and on the recommendation of his Supervisor, provided that the scholar has completed at least one year of his M.Phil. studies, with a minimum C.G.P.A. of at least 3.3. Such a transfer will be deemed to have taken effect from the date of his admission to M.Phil. programme. Similarly, a scholar registered in Ph.D. programme may be transferred to M.Phil. programme on the scholar’s request and on the recommendation of the Supervisor.

ii. In the case of a candidate who has either been awarded an M.Phil. degree or completed an M.Phil. course requirement within the last five years, up to 14 of his credit hours may be transferred toward his Ph.D. course.

25. STUDY LEAVE AND N.O.C.

An employed person may be considered as a whole time regular scholar with or without obtaining leave of absence, subject to the production of:

”A No Objection Certificate from the Head of Institution (employer) concerned to the effect that studies of the scholar in Ph.D. programme would not be affected by official duties”.
